Omaha council reviews proposed 34-unit apartment project at 7630 Pacific
Omaha City Council records show continued review of a proposal to replace a single-family home at 7630 Pacific Street with a five-story apartment building containing 34 market-rate rental units.
The project is tied to zoning and overlay actions and a proposed city allocation of up to $1,513,578 in tax-increment financing, including capitalized interest. The public notice lists total estimated project costs of $14 million, while noting that the figure may change as final costs are determined.
What is proposed at 7630 Pacific Street
Ryan Spellman and Parkway Development Company LLC are identified as the applicant and developer. The redevelopment plan calls for demolition of the existing single-family home at 7630 Pacific Street and construction of a five-story building with 34 market-rate rental units.
The units are described as market-rate rentals, not income-restricted or affordable housing. The available project materials do not establish proposed rents, construction dates, tenant impacts or traffic changes.
Zoning and overlay actions
A July 14 City of Omaha public-hearing notice listed an ordinance to rezone 7630 Pacific Street from R1-Single-Family Residential District (Large Lot) to LO-Limited Office District.
The notice also listed an ordinance to add the property to the ACI-2 Area of Civic Importance Overlay District and an ordinance to approve a PUR-Planned Unit Redevelopment Overlay District and the related development plan.
Omaha World-Herald reporting published July 22 said the City Council was scheduled to consider the 7630 Pacific zoning matters, the planned-unit redevelopment overlay and a related redevelopment and TIF agreement at its July 28 meeting.
How the proposed TIF would work
The July 2 public-hearing notice says the redevelopment plan would authorize proposed city participation of up to $1,513,578 through TIF. That maximum includes capitalized interest; it is not a statement that the city has already disbursed the money.
The notice says TIF loan proceeds could offset eligible redevelopment expenses such as acquisition, demolition, site preparation, architectural and engineering costs and other required public improvements. The estimated total project cost is $14 million, subject to change as final costs come in.
For this proposal, the available materials establish a proposed maximum and eligible-use categories but do not document final disbursements or the projectโs ultimate cost.
Public-hearing timeline and council status
The City of Omahaโs July 2 notice announced a July 21 public hearing on the 7630 Pacific Apartments redevelopment project plan. It identified Spellman and Parkway Development Company LLC as the applicant and developer and said the Planning Board recommended approval of the redevelopment project plan at its May 6, 2026, public hearing.
The July 14 notice separately listed the zoning and overlay actions for a July 28 City Council hearing. The July 22 Omaha World-Herald report said the council agenda also included a redevelopment and TIF agreement for the project.
As of August 4, 2026, the accessible records reviewed for this report confirm the proposal, the public-hearing timeline and the July 28 scheduled council consideration. They do not independently confirm whether every 7630 Pacific measure was approved, postponed, amended or denied.
Until the official City Council meeting record confirms the disposition, the apartment building, zoning changes and TIF allocation should be treated as proposed actions rather than final project approvals. The next key record is the councilโs official July 28 meeting disposition and any subsequent ordinances or agreements.
