Passaic County Awards $106.4 Million Contract for 11 Marshall Street Project in Paterson
Passaic County awarded Dobco Inc. a contract not to exceed $106.4 million for Phase 2 of the 11 Marshall Street redevelopment at the former county jail site in Paterson.
The Board of County Commissioners approved the award on July 14, 2026. The resolution names Dobco, of Wayne, New Jersey, as the lowest responsible bidder for construction of a planned six-story county government facility with an attached parking garage.
The award advances the project, but the resolution does not establish a construction start date, completion date or occupancy schedule.
What the county approved
County Bid No. C-26-005 sought sealed proposals for the Phase 2 project. Five bids were received on April 30, 2026. Two were rejected, and Dobco submitted the lowest responsible bid at $106.4 million.
The county’s consulting engineer, Colliers Engineering & Design, reviewed the submissions and recommended Dobco for the award. The resolution authorizes a contract in an amount not to exceed $106.4 million, subject to the resolution’s terms and available appropriations.
What is planned at 11 Marshall Street
The project site is the former Passaic County Jail property at 11 Marshall Street in the City of Paterson. County records describe a six-story office building and attached parking garage.
The county’s stated redevelopment plan would bring several departments and public-facing operations together, including the Board of Social Services, County Clerk, Superintendent of Elections, Sheriff’s Office and Probation Department.
The county also has described plans for a Sheriff’s Office Corrections Division hub at the site. The project announcement said the consolidation is intended to centralize services, improve coordination and allow the county to leave at least one existing leased space.
The $150 million figure is separate
The $106.4 million construction award is not the same as the project’s broader financing authorization.
County Ordinance O-26-0005 authorizes the Passaic County Improvement Authority to finance the project through county general-obligation lease-revenue notes and bonds in an aggregate principal amount not to exceed $150 million. The ordinance says the financing may cover facility development, construction and equipment, related costs, capitalized interest and issuance expenses.
That $150 million is a maximum financing authorization. It is not the amount of Dobco’s contract, and the records reviewed do not establish that the full amount has been issued or spent.
The New Jersey Local Finance Board agenda for July 8, 2026, listed the Passaic County Improvement Authority’s 11 Marshall Street Phase II Redevelopment Project as a proposed $150 million project-financing application. The agenda entry documents a scheduled financing proceeding; it is separate from the county’s July 14 contract award.
What residents should watch next
The next documented milestones may include financing issuance, permits, construction mobilization and any related county or city approvals. The contract award alone does not show that construction has begun.
In its June 10 announcement, Passaic County said construction was expected to begin later in 2026. That statement was a county projection, not a confirmed start date in the July 14 award resolution.
For Paterson residents, the immediate change is that the former jail site now has an awarded Phase 2 construction contract tied to a planned county government center and parking garage. Public records reviewed for this report do not provide a final completion date, occupancy date or department-move schedule.
