Virginia Beach Continues Planning for Interfacility Traffic Area
Virginia Beach is continuing to evaluate the future of the Interfacility Traffic Area, a planning process that could shape land use, infrastructure and economic development in a major city growth area.
The city is considering possible future uses that include sports tourism, an expansion of Innovation Park and municipal services. Those ideas remain possibilities under review, not approved projects. The city has not announced funding or a construction schedule for any of them.
The Virginia Beach Planning and Community Development Department posted an updated planning page July 23, 2026. The page says the Interfacility Traffic Area master-plan update remains an active development and planning matter.
Public input has already taken place
The city held a public meeting on April 29, 2026, as part of the planning process. The Virginia Beach Planning Commission then considered the update during a special session on May 13.
The public-comment period closed June 5. The next phase is expected to incorporate those comments, along with additional planning materials, into the updated master plan.
There is not yet a final adoption date for the ITA master-plan update. The available city information also does not establish that City Council has approved a specific use, project or funding package for the area.
How the broader plan fits in
City Council adopted the imagineVB 2040 Comprehensive Plan in April 2026, according to the Planning and Community Development Department. That broader plan provides current citywide planning context as Virginia Beach continues work on the more specific Interfacility Traffic Area update.
The ITA process involves the city’s Planning and Community Development Department, the Planning Commission and City Council. The planning bodies’ involvement gives the update a formal public-review track, but it does not mean that the possible uses listed by the city have been selected.
The city’s homepage also highlighted a July 23 community listening session concerning the future use of 2200 Parks Avenue. The available information identifies that session as a separate public-engagement item and does not establish that 2200 Parks Avenue is part of the Interfacility Traffic Area plan.
Why the update matters
Decisions about the ITA could influence how Virginia Beach directs land use, public infrastructure and municipal services in the area. The possible sports-tourism and Innovation Park concepts also connect the planning process to the city’s approach to economic development, although the current materials do not provide a projected job total or a specific investment amount.
For residents and businesses, the immediate issue is not a groundbreaking or a final development approval. It is how the city turns public comments and planning materials into a revised master plan, and whether that plan eventually advances any of the uses now under consideration.
