Frisco completes $83 million Rail District project
Frisco marked completion of its $83 million downtown Rail District reinvestment project on Oct. 13, 2026. The completed work includes reconstructed sections of Elm and Main streets, a five-story public parking garage and 4th Street Plaza.
The street reconstruction runs from 1st Street to North County Road. The city says the work included a new 12-inch water line and underground stormwater system, as well as decorative brickwork and lighting. Main Street also received wider sidewalks. The project therefore combined changes to public streets and utilities with new parking and gathering space.
Garage and plaza amenities
The garage has 450 free public parking spaces, according to the city. It opened in June 2026, before the broader projectโs completion celebration in October. The five-story facility is one of the projectโs major public components.
At 8802 4th Street, the plaza includes a permanent stage and bathrooms. The city describes the space as a venue for community events and performances. It reports 164 trees on the plazaโs north and south sides, along with 65 trees along Main Street. The city said hundreds of residents and business owners attended the Oct. 13 celebration.
During construction, residents and downtown business owners dealt with detours, changing traffic patterns and temporary disruptions, the city said. The completion brings the construction period to a close for the streets, garage and plaza included in the project announcement.
Funding and redevelopment
Voter-approved bonds were the largest listed funding source. The cityโs breakdown totals $82.89 million, consistent with its rounded $83 million project figure.
| Listed funding source | Amount |
|---|---|
| Voter-approved bonds | $67.5 million |
| Frisco Economic Development Corporation | $10.9 million |
| Frisco Community Development Corporation | $1.66 million |
| Other sources | $2.83 million |
The city lists the final $2.83 million under โOtherโ without identifying those sources. The funding breakdown also shows contributions from both Frisco development corporations in addition to bond financing.
A city development-services director said Frisco is working with developers and business owners on redevelopment of their properties. The city announcement did not give a schedule or specific milestone for that work.
