Anaheim Hills Festival apartments advance after 4-3 Council vote
Anaheim’s City Council voted 4-3 to approve a proposal for a four-story, 447-unit apartment project at the Anaheim Hills Festival shopping center, replacing the former movie theater that closed in 2022. Plans call for the building to wrap a multi-level parking structure, along with amenities and some moderate-income units.
The approval requires a second Council vote on March 24. City materials say the development agreement includes $200,000 for wildfire evacuation training and planning support for fire and police services, reflecting the continued debate over growth and evacuation readiness in the hills.
