MassDOT was awarded $130 million in federal funding for construction upgrades around Springfield Union Station, a project intended to ease a rail bottleneck and reduce conflicts between freight and passenger trains. State officials announced the award on Oct. 16 through the Federal Railroad Administrationโs Fiscal Years 2025โ2026 Consolidated Rail Infrastructure and Safety Improvements program.
The Springfield Hub Modernization Project is a phase of the broader Springfield Area Track Reconfiguration Project. Planned work includes upgrades to tracks, signals and related infrastructure. State officials say the improvements are intended to support current passenger service and create capacity for future rail.
For riders, this is an infrastructure award, not a new route announcement. Officials say the work is intended to improve reliability and schedule flexibility for passengers on Amtrakโs Vermonter and Valley Flyer services, while reducing conflicts for freight and passenger trains using the Springfield area.
How the Springfield awards add up
| Federal award | Purpose |
|---|---|
| $130 million | Construction for the Springfield Hub Modernization Project |
| $36.8 million | Final design for the broader Springfield track reconfiguration work |
| $1.75 million | Preliminary engineering and environmental review |
| $108 million | Separate Inland Route improvements |
The three Springfield-area awards total $168.55 million when added together. That is a sum of awards for different stages of work, not a stated total project budget.
The $108 million award is separate and funds Inland Route improvements between Worcester and Springfield. The state says that work is intended to enable two daily BostonโSpringfieldโNew Haven passenger round trips in 2030. That service target belongs to the Inland Route project, not the Springfield hub grant.
Design comes before construction
A MassDOT rail official told WAMC that final design is expected to begin in early 2027. The $130 million is intended to pay for construction after that design is complete. The sequence means the award funds a planned construction phase; it does not mean construction is already underway.
The Springfield work is also not, by itself, a commitment to begin full Boston-to-Albany West-East passenger service on a particular date. State officials describe the hub improvements as a way to improve existing service and create capacity for future rail.
