Providence commission set to revisit 21-unit Douglas Avenue proposal Aug. 18
Providence’s City Plan Commission is scheduled in the city’s 2026 meeting calendar to revisit a pending development application for 203 Douglas Ave. in Smith Hill on Tuesday, Aug. 18. The July 28 commission agenda says the matter was continued to that meeting at the applicant’s request.
The proposal remains under review. The commission has not approved the project, and the available city materials do not establish a construction start or final outcome.
What the proposal includes
City planning materials describe a five-story mixed-use building measuring 49 feet, 2 inches. The plan calls for commercial space on the first floor and 21 residential units in the rest of the building.
The property is identified as Assessor’s Plat 68, Lot 846, in Providence’s Smith Hill neighborhood. The July 28 agenda lists the application as a minor land development project in the C-2 zone.
Adjustments and waivers requested
The applicant is seeking a dimensional adjustment for the proposed building height and number of stories. The July 28 agenda identifies a zoning framework allowing 50 feet and four stories by right, while the proposal would be five stories and 49 feet, 2 inches tall.
The application also requests a waiver from indicating the transformer’s location on the site plan and a waiver related to the drainage plan. Those requests remain part of the pending application and should not be read as commission approvals.
Why the matter is returning
The commission’s July 28 agenda identifies case 26-047MIL at 203 Douglas Ave. as continued to the Aug. 18 meeting at the applicant’s request. The agenda describes the item as scheduled for a possible vote or other action, but any later commission action remains pending.
The City Plan Commission reviews land development projects, zoning-change applications and other planning matters for consistency with Providence’s plans and regulations. The city says the commission typically meets at 4:45 p.m. at the Joseph Doorley Municipal Building, 444 Westminster St., with hybrid participation when provided in the meeting notice.
What residents should check before the meeting
The commission’s 2026 schedule lists Aug. 18 as a regular meeting date and says agendas and materials are published about one week before a meeting. As of Aug. 4, the city’s commission page was still displaying the July 28 meeting information rather than a finalized Aug. 18 agenda.
Residents, nearby property owners and other interested parties should check the city’s City Plan Commission page and the Rhode Island Open Meetings portal for the final agenda, confirmed meeting details and updated application materials before relying on the Aug. 18 review date or agenda placement.
