Port of Alaska modernization gets boost after $180M DOJ settlement with Anchorage

On July 7, 2026, the U.S. Department of Justice announced a $180 million settlement with the Municipality of Anchorage to end long-running federal litigation tied to the Port of Alaska modernization effort.
The case, Municipality of Anchorage v. United States (No. 14-166C), began in 2014 and involved allegations about the federal government’s alleged fault in an uncompleted Port of Alaska expansion project.
Settlement math: $180 million plus a preserved $11.3 million award
DOJ said the settlement payment is part of concluding the decade-long litigation against the United States for its alleged fault in the uncompleted port expansion work.
Mayor Suzanne LaFrance said the agreement also preserves a previously awarded $11.3 million payment that had not yet been paid, bringing the total recovery to $191.3 million. The Municipality said the funds will go directly toward construction costs for the Port Modernization Program.
How Anchorage says the money will support port upgrades
The Municipality said construction is already underway on the first of two new cargo terminals at the Port of Alaska.
In the Municipality’s release, Mayor LaFrance tied the settlement to reducing costs for Alaskans. The release also included an estimate from Senator Dan Sullivan that every federal or state dollar secured for the port reduces the total amount that must be raised through future shipping surcharges by about $2.50, which he said would lessen the future impact on Alaskans by as much as $694 million. Those figures are estimates of future impacts—not a guarantee of specific prices or timelines.
Next question for residents: when the funds actually arrive
Even though the legal fight is resolved, Alaska’s News Source reported that the timing for when the money will be delivered is not fully clear. In reporting on the announcement, Acting Attorney General Blanche said it could be delivered in “the next several weeks” or via a rollout extending into August.
