Killeen council’s revised meeting rules begin with August 4 session

Killeen residents and council members will use revised City Council meeting procedures beginning with the council’s combined work session and regular meeting on Tuesday, August 4, 2026.

The City Council approved the amended Governing Standards and Expectations by a 6-0 vote on July 21. The standards took effect immediately, and the city announced the changes on July 24. The August 4 meeting is the first scheduled meeting conducted under the updated procedures.

Limits on councilmember debate

Under the revised standards, each councilmember has two opportunities to speak on an agenda item during work sessions, regular meetings and special meetings. Each opportunity is limited to two minutes, and the standards say no additional time will be granted. Responses to requests for clarification and staff responses are excluded from those allotments.

That provision governs councilmember deliberation on agenda items. It is separate from the rules that govern residents who want to address the council.

August 4 meeting begins at 5 p.m.

The official city calendar lists the August 4 work session and regular meeting for 5 p.m. at City Hall Council Chambers, 101 North College Street. The revised standards establish a 5 p.m. start for regular meetings, which generally are held on the first and third Tuesday of each month unless rescheduled or canceled.

Residents should review the meeting agenda before attending or registering to speak because the agenda identifies the items scheduled for discussion and action.

What residents can say and how to participate

The revised standards provide a dedicated public-comment period for non-agenda items concerning city business. That section is limited to the first 10 members of the public who sign up for the meeting, with each speaker allowed up to three minutes.

Residents may also comment on agenda items and eligible public hearings under the applicable procedures. The city’s participation guide provides for both in-person and remote participation through Zoom. Speakers generally receive up to three minutes, whether they comment in person or virtually.

In-person speakers can submit a speaker request form in the Council Chambers on the day of the meeting. Virtual speakers must complete the city’s virtual registration form and submit it at least two business days before the scheduled meeting. The city says registered virtual speakers will receive confirmation and instructions for joining through Zoom.

The key distinction for August 4

The most prominent speaking-time change concerns councilmembers discussing agenda items: two opportunities, with each limited to two minutes. Resident participation remains governed by separate procedures covering eligible subjects, registration, three-minute speaking limits, meeting conduct and the 10-speaker cap for non-agenda comments.

Residents planning to attend or speak on August 4 should review the agenda, choose in-person or virtual participation, and complete any required virtual registration by the two-business-day deadline. The meeting is scheduled for 5 p.m. at City Hall, and the city’s participation guide provides the current instructions for speaking and watching remotely.
