Killeen Council to consider preliminary FY2027 tax rate and $3.99M reimbursement
Killeen City Council is scheduled to consider a preliminary Fiscal Year 2027 property-tax rate and a proposed $3,991,303.94 Chapter 311 infrastructure reimbursement agreement during its Tuesday, August 4, meeting.
The agenda also includes public hearings connected to proposed land-use changes along North Roy Reynolds Drive, including a rezoning request covering approximately 302.42 acres, a future-land-use amendment covering 45.062 acres and an amendment to the city’s Thoroughfare Plan.
Preliminary tax-rate action is not final adoption
Agenda item 8 asks the council to set the preliminary property-tax rate for the FY2027 annual budget and establish a date for a public hearing.
That would be an initial step in the tax-rate process, not adoption of the final FY2027 rate. City budget materials presented July 7 included a tax-rate calculation and taxpayer-impact statement, but those figures are estimates tied to the proposed budget and do not by themselves establish an individual resident’s final bill.
The city’s taxpayer-impact statement compares a current FY2026 tax rate of 0.7014 with a proposed FY2027 rate of 0.7215 for a median-valued homestead example. It lists the example property at $233,428 for FY2026 and $239,672 for FY2027, while also stating that the calculation does not reflect the actual change in every taxpayer’s bill.
Residents should watch for the public-hearing date, later council action and the final adopted rate. The August 4 agenda does not determine an individual homeowner’s tax bill.
Nearly $4 million reimbursement proposal
Agenda item 9 asks the council to consider a Chapter 311 tax-increment reimbursement agreement with the Philip Boghosian Living Trust, the Howard Sagaser 401K Plan and the Sagaser, Watkins, & Wieland 401K.
The proposed agreement would reimburse infrastructure improvements in the amount of $3,991,303.94. The agenda connects the proposal to the planned development along North Roy Reynolds Drive, but it reflects scheduled consideration rather than a completed award, executed agreement or guaranteed payment.
Residents and taxpayers should look for details about the improvements covered by the agreement, the conditions for reimbursement and any later approvals, amendments or implementation steps.
Land-use and roadway hearings
The council is scheduled to hold a public hearing on a proposed rezoning of approximately 302.42 acres along North Roy Reynolds Drive. The request would change property currently carrying R-1 single-family residential, M-1 manufacturing and M-2 heavy-manufacturing designations to a planned-unit development with SF-2 single-family residential and M-1 manufacturing uses.
A separate hearing would amend the Comprehensive Plan’s Future Land Use Map for approximately 45.062 acres at 801 N. Roy Reynolds Drive. The proposed change would move the designation from “Industrial” to “Residential Mix.”
The agenda also includes a public hearing and ordinance concerning an amendment to Killeen’s Thoroughfare Plan. Together, the proposals could affect future development patterns, the mix of uses considered for the area and roadway planning, but none of those outcomes is final based solely on the posted agenda.
