Killeen begins new City Council meeting and comment rules

Killeen City Council’s revised meeting procedures took effect after the council approved amended Governing Standards and Expectations by a 6-0 vote on July 21, 2026. The changes were first used at the council’s regular meeting on Aug. 4.

The revisions affect when regular meetings begin, how councilmembers discuss agenda items and how residents address the council. The City Council is a seven-member body, according to the city’s council information page.

New meeting and comment procedures

Regular council meetings now begin at 5 p.m. Councilmembers may speak on an agenda item during no more than two opportunities, with each opportunity limited to two minutes.

Regular agendas now include a dedicated public-comment period for items that are not on the agenda. That period is limited to 10 speakers per meeting.

Residents may provide virtual public comment on agenda items, non-agenda items and public hearings. Speakers no longer need to submit a participation form before the meeting. People who join remotely must still register in advance.

Other changes to council business

Special meetings now include an invocation and the Pledge of Allegiance. Staff presentations are omitted from consent items unless a councilmember removes an item for discussion.

The amendments also shift annual committee appointments and the annual review of the governing standards to later months. They add procedures for council investigations involving city staff and executive leadership.

The changes are now part of the city’s meeting procedures. The city’s council page lists Aug. 18, 2026, as another scheduled council meeting.
