Killeen Police Evidence Building Moves Toward Summer Construction
Killeen’s planned police evidence-storage building and related parking-lot expansion has moved from schematic design into construction-document work, bringing the city’s multimillion-dollar project closer to construction.
The update appeared in the City of Killeen’s second-quarter 2026 capital-project report, which covers activity through June 30. The report says schematic design had been completed and that the contractor had begun preparing the more detailed construction documents needed before work can proceed.
Construction is anticipated to begin in summer 2026. The city report does not set an exact groundbreaking date or a completion date.
A $4.77 million evidence-storage project
Killeen’s FY 2026 adopted Capital Improvement Program lists $4,769,790 for the Police Department evidence-storage building. That figure is the project’s capital-program budget, not a statement of the final amount paid for construction.
The planned building is intended to expand the Killeen Police Department’s capacity to store evidence. The city’s FY 2023 Capital Improvement Plan describes the project as adding 10,000 square feet of evidence-storage capacity.
That added space is the project’s central operational purpose. It is designed to give the Police Department a larger facility for evidence storage, but the current project update does not indicate that the building is operational or that existing storage constraints have been resolved.
Part of a three-facility contract
The Killeen City Council awarded CORE Construction a $23,890,278 design-build contract on July 15, 2025. The contract combines three city projects: the parks maintenance building, the fleet services facility and the police evidence-storage building.
Because the contract covers all three facilities, its full value should not be treated as the cost of the evidence-storage building alone. The separate $4,769,790 figure in the adopted capital program identifies the budget for the police evidence-storage project.
The three-facility package was included in the city’s FY 2023 Capital Improvement Plan. The council resolution approving the award also identifies 2023 certificate-of-obligation bonds as the funding source supporting the projects.
What comes next
The immediate next step is continued construction-document work for the evidence-storage building and parking-lot upgrade. If the reported schedule holds, construction will begin during summer 2026.
The project’s progress matters to city operations because evidence storage is a core police function tied to the handling and retention of materials connected to investigations. The planned 10,000 square feet would represent a significant expansion of the space identified in Killeen’s capital planning documents.
For residents, the project is also one part of a larger city construction package involving police operations, parks maintenance and fleet services. The council-approved contract sets the combined project value, while the capital-improvement program provides the distinct budget figure for the evidence-storage building.
The next public milestone will be movement from design-document preparation into construction. The city’s second-quarter report establishes the anticipated summer 2026 start, but leaves the exact start and finish dates open.
